The Victorian Rogaining Association was conceived and formed by four people with no resources, no pre-arranged backing by any sponsors and a name that no-one recognized. What it did have were close alliances with several outdoor groups who were willing to support it and an extensive network of word-of-mouth advertising that spread the news. Funding came from the entry fee at events. Membership of the association was included in this entry fee ensuring rapid growth. Initially, most equipment was borrowed for each rogaine from Scouting groups. Public liability insurance was cheap once the safe nature of the sport was explained to insurers, and prior to this, rogaines were run under the umbrella of other established groups. Within eighteen months, the association was financially independent, had several hundred members, owned its own equipment and organized three major events annually. It became an incorporated association about ten years later.
