4th World Rogaining Championships 

The 4th World Rogaining Championships are only weeks away and some people are starting their travels to New Zealand shortly. The IRF meeting will be on 14th January, the rogaine on 15-16th January just north of Christchurch. 

4WRC IRF Meeting 

The IRF meeting before 4WRC will be on Friday 14th January 2000 at the rogaine site starting at 1pm. There will be a formal first part being the annual meeting of the IRF, and a less formal forum to follow: in all, up to three hours are available. All rogainers are welcome, but please indicate your intention to attend to Dave Laurie at <rogaine2000@hotmail.com>.

5th World Rogaining Championships 

We are currently seeking a Championships Manager for 5WRC. Suggestions to the ARA or the IRF. 

6th World Rogaining Championships 

This rogaine will be discussed at the IRF meeting at 4WRC, and associations will be asked for indicative preferences.

IRF Elections 

Elections were foreshadowed in an IRF Newsletter earlier this year. There will be some discussion at the 4th World Rogaining Championships on how these elections are to be managed. Time after 4WRC will be required to notify all rogainers of the elections. A timetable of elections in June 2000 is achievable. Nominations will be called shortly after 4WRC. Guidelines on how the IRF has been and continues to be managed are provided with this Newsletter and form a key part of the election process. These guidelines were introduced three years ago, and have been modified recently to reflect 1999 discussions.

Guidelines

International Rogaining Federation

December 1996, modified 1999 

The following are the guidelines under which the International Rogaining Federation is continuing to operate during the transition period leading to a formal constitution. They are published here for the benefit of the several new IRF members over the last year, and to ensure the on-going operations of the IRF are transparent to all stakeholders. 

Rogaining is the sport of long distance cross-country navigation. The championship rogaine is of twenty-four hours duration, but there are several shorter variants. Teamwork, endurance, competition, and an appreciation of and respect for the natural environment are features of the sport. Rogaining involves both route planning and navigation between checkpoints and may use a variety of map types. 

AIMS 

The IRF is the peak international body for the sport of Rogaining. 

The aims of the IRF are to:

1. COUNCIL MEMBERSHIP AND DELEGATES 

The IRF is run by a Council comprising Councillors, that include national delegates, executive councillors and co-opted councillors. 

i) National delegates

Each nation where rogaines are organized is entitled to between one and three delegates depending upon the strength of rogaining in their country. As the founding nation, Australia is entitled to an extra delegate. The number of Councillors will be determined from time to time by the Council. In general, a nation with a thriving national rogaining association would be expected to have three delegates. 

National delegates are chosen by national rogaining associations, or failing this they will be determined by those rogainers organizing rogaines in that country. The IRF Council will monitor this process to ensure it is fair. Nations may change their National Delegates at their discretion. 

ii) Executive councillors

These will consist of the President, Secretary / Treasurer and Championships Manager. 

Elections for executive positions will be held every two years. Any rogainer can stand for office, and provide biographical information to be sent to each councillor. Voting will be restricted to national delegates. An Executive may be removed from office at any time by a resolution approved by two thirds of Delegates. 

iii) Co-opted members.

The Council can co-opt persons onto the Council. A co-opted person on the Council may be removed from office by a majority vote of Council. At the time of IRF elections, all co-opted positions will lapse unless renewed by the incoming Council. 

iv) Unless specified otherwise, all Councillors can vote on decisions of the Council. 

2. DUTIES OF EXECUTIVES 

i) Day-to-day management of the IRF is vested in the Executives who must act according to the policy of the IRF.

ii) The President shall

a) ensure that activities of the Council are consistent with the aims and policy of the IRF, and consistent with decisions of the Council,

b) manage the day-to-day affairs of the Council, and the IRF, and

c) present an annual report to the Council.

iii) The Secretary / Treasurer shall

a) keep minutes of all meetings of the Council,

b) receive all monies belonging to the IRF and make payments directed by the Council,

c) keep an account book of all such receipts and payments, and

d) present an annual report to the Council of receipts and expenditure, of assets and liabilities, and the financial position of the IRF.

iv) The Championships Manager shall

a) coordinate bids for the World Rogaining Championships,

b) coordinate assistance to the organizers of the World Rogaining Championships,

c) ensure that the World Rogaining Championships meet the standards set by the Council. 

3. MEETINGS 

i) Meetings may be held in person or by other means as determined by the Council. 

ii) Adequate notice should be given to Councillors prior to any vote. 

iii) The Annual General Meeting shall be held at a time and place deemed suitable by the Council which will usually be in conjunction with the World Rogaining Championships, if it is being held in that year. 

4. WORLD CHAMPIONSHIPS 

i) The World Rogaining Championships shall be a Rogaine of twenty four hours' duration, held not more than once in any calendar year.

ii) With the approval of the IRF, the World Rogaining Championships will generally be organized by a national or regional rogaining group, but remain the championship of the IRF. They shall be held under the technical direction of the IRF.

iii) The Council shall call for expressions of interest to host the World Rogaining Championships at least two years prior to the year of the event.

iv) The Council shall, in consultation with the Nation hosting the World Rogaining Championships, determine the levy payable to the IRF from the World Rogaining Championships. 

5. AMENDMENTS TO THE GUIDELINES 

Guidelines can be amended by a simple majority of Council. 
 
 
 

Elections for President, Secretary / Treasurer and Championships Manager are due to be held in June 2000 with a nominee of the ARA President being returning officer.
