As 2000 draws to a close, I would like to thank Members of the IRF for their support during the last year. We have made large strides recently and are well placed for a new surge of growth and development leading up to and including 5WRC. Particularly pleasing has been the spirit of co-operation amongst all IRF Members, professional conduct of business, and the quick response on urgent matters. I was delighted we could reach agreement on the 6WRC (stage one) vote in less than a week from receiving the motion. We have undertaken to spend time in 2001 to make sure that everyone learns about and understands better the workings of the IRF.

6th World Rogaining Championships
The IRF Council is inviting South Australia, Arizona and China to prepare and present full bid documents for the 6th World Rogaining Championships. These need to reach the IRF by 31 January 2001, at which stage they will be disseminated for wide comment and questioning leading up to a vote on the location of 6WRC.
With the exception of one vote outstanding and the President not voting in the 6WRC process, the decision to move all three proposals forward was unanimous. This early announcement of the
results will allow more time for preparing full bid documents.
Constitution
Copies of the IRF Constitution are included with Newsletter 64. This version is current and will not change without a vote by Members. It includes the amendments to the 30 June 2000 Constitution that were needed to fulfil the requirements of Incorporation.
Incorporation
In the last Newsletter readers noticed that we are now the IRF Incorporated. This is a development we have been working towards for
some time, but its real significance goes beyond the change of letterhead.
Incorporation is a legal status that has several requirements before it is granted, affords several benefits once granted, and has a number of on-going requirements that need to be met (these requirements and priveleges will obviously vary between countries, provinces and states, and what is said below applies for the IRF).
'An incorporated association has statutory power to invest and deal with moneys not immediately required, raise and borrow as it thinks fit, and secure the repayment of money so raised or borrowed or the payment of a debt or liability by giving mortgages, charges or securities upon or over all or any of the property of the association'.
An incorporated association:
- has not less than five members
- has corporate status and therefore must have a common seal
- has perpetual succession
- is capable of suing or being sued
- has the power to acquire or hold property
- and no member or officer of the incorporated association shall be liable to contribute towards the payment or debts and liabilities, or costs, charges and expenses of the winding up of the incorporated association. An incorporated association can make a profit as long as that profit is not divided amongst any of its members.
With these statements of fact from the Associations Incorporation Act 1981 information booklet, it becomes clear that incorporation is the path required if the IRF wants to own property, or apply for government grants. However, these are subordinate to the protection that incorporation offers to office bearers. It was decided in 1998 at a joint meeting with the Australian Rogaining Association that the IRF needed to offer legal safeguards and specifically needed incorporation.
It has been with this support that the IRF placed a constitution and incorporation above many of its other priorities over the last two years.
Incorporation is a status achieved by several of our rogaining associations today, and is well worth considering as a means of protecting office bearers. In most cases, our incorporated rogaining associations have pursued incorporation some years after their formation, and after acceptance of a constitution.
